1015 CD - CD Armature does not rotate (1991)

I have a 1991 -1015CD Wurlitzer Jukebox.


I am having trouble with the cd armature doesn't rotate between the changer and cd player.  It looks like it is a spring mechanism that is suppose to turn it as the shaft rotates.  

How is the best way to fix this?
