I got these somewhere. It has been suggested they were used in some sort of coin op game like a shooting gallery. I haven't any idea. I have a number of the black tubes but only the one clear tube. IP39 is listed as "photo cell detector" . Maybe part of an electric eye that opened doors in "the old days"?

Type 1P39 is typically used in colorimetry (color comparison).
Pin 4 is plate and pin 8 is photocathode. Operating voltage is 250 volts DC.
