I have a 478 that never stops spinning. I have checked the 9.6v and cant figure anything out. I have a good optic and the display is showing the correct record number.

Have you checked the home switch - see page 61 of the service manual?

I have checked my home switch and it is working as supposed to but after looking at page 61 i realized my play relay is not disactivating.

If you're sure that the home switch is working OK then I think you need a logic probe to continue the faultfinding.
