The output voltage (DC) should be 28 volts. I am reading 56 VDC any suggestions??

Check the voltage again to make sure your not having way to much voltage in that circuit. Without load the voltage can increase but 56 volts DC seems high. Do not run the machine without checking to prevent damage.
