222 Seeburg picks up selections just fine without issue, but continues to roll after last play… is this just a tube replacement or a bigger issue?

Listen while the mech is scanning. When the 'carriage' is at the right side of the mech you should hear a 'click' / noise in the back of the box. If not check the play control subtract switch. check for it to be clean and properly adjusted.
If you hear the 'click' / noise chances are the scan control in the back of the TSU is seized. clean and adjust as needed.
You can check the operation of the scan control FIRST disconnect the mains-cable from the outlet, no power to the box !! then remove the backdoor panel. From the back you will see 2 units, the left unit is the TSU. did you remove power from the box ?@! Top left of this unit is the scan control. 2 solenoids, one to add one to subtract a scan position. the right solenoid will cause the contact in the center to close and start the mech scanning. The left will subtract 1 position when the mech reaches the subtract switch. The second time the mech reaches the subtract switch the contact will open and the mech will stop scanning.
Something else that tends to happen is the subtract coil (left coil) is staying up after being energised. This could be due to dirt or somebody lubricating the coil (never lubricate a coil or solenoid). even after cleaning this might occur. I found the plunger stop to be stuck or the rubber damper has hardened. Proper cleaning after taking the plunger stop out and replacing the rubber damper (rubber ring) will in most cases solve your problem.
Check the service manual to find what you are looking for. Some technical knowledge is needed.
Everything in the back of the units after removing the backdoor cover carries high voltage do not work unless power has been removed or you really know what you are doing and have a reason to have power applied.
