I'm not sure I fully understand what's going on, but I'll give this a shot...
I'm assuming you're saying the tone arm is not moving in far enough to reach the beginning of the record. That movement is called the tone arm feed-in.
When the turntable lifts the record, the tonearm's 'latch' should be touching the 'latch pin' (which is on the top of the record tray stop post).
Is the tone arm movement restricted preventing it from touching the 'latch pin'?
Is the machine on level ground? Believe it or not, this will effect the feed-in.
