This box was working fine a year ago but was getting moved around while I was finishing my basement. Now I get the scan twice and stops. I’m not seeing any glow from the oa2’s. It trips when jumping pin 6 to 14, the battery test does not work, I get no glow with test lamp from pin 1 to 5. That’s as far as I’ve gotten. Not sure where to go from here. I ordered and am waiting new 6x4 and 2 0a2’s.

You've pretty much answered your own question - if there is no glow from the OA2s, then there will be no write-in or read-out voltages.

I guess my question would be how to test the voltage between the 6x4 and oa2. The 6x4 glow looks good and I tried swapping out some untested tubes I had from when I rebuilt the tcc1 about 10 years ago and nothing changes

You should be getting about 400VDC after the 6X4 which is a rectifier. The OA2s should be splitting about 300VDC for the read-out and write-in voltages. The exact figures will be in the manual, I think they may be 294 and 147 off the top of my head.

Solved!! It was the 3.3 5w resistor between the two 15uf caps. Playing great again!

Pleased to hear that you got it fixed - and just in time for Christmas!
