Hi Ron, it looks like it is ground... I'll fill you all in once I figure it out. They actually cut out cardboard to insulate the strap, as well as put a small cardboard square over the last 2 sliding on/off pins. Interesting...

The conductor on the strap would normally be part of the play control (relay) circuit; the wire would lead to the single conductor 'play control connector' half way down the wire harness.
It would seem redundant to put insulation under this strap, since the strap is mounted to an insulating material.

Marty, It is not mounted to an insulation material--it is mounted THROUGH the insulation material( by rivets, and screws), to the ground bars that are supposed to contact the washers on each play positioned, pin, thus providing the ground through that single connector you mentioned, to the play control relay. You mean the brown stuff Phenolic looking stuff is conductive? ? ? ?
Putting cardboard between the strap and the brown stuff is not going to further insulate anything!

Marty, The holes punched in the Phenolic are larger the the screws/rivets by quite a bit so that they never directly touch it, however the strap is in direct contact with it--. No, it should not conduct,as it is supposed to be an insulator--but--under certain circumstances (wet-oily-graphite impregnated), it can/will, conduct. Ron Rich
