Maybe you could try narrowing the fault down a bit further. Obviously the initial "1" is being seen as a "2" - which record is being selected if you select 111 and also 122?

I did and found that depressing a 111 gives a 222, 122 gives 1 233, 133 gives a 244, etc. I replaced components around K6 and checked connections and relays. All components on the selection board check ok. Any ideas? I am at my wits end on this one!

I think that you most likely have a mechanical mis-alignment. Have you checked the write-in carriage adjustment on page 84?

Also, have you checked that the connector from the pushbutton assy to the control board is correctly aligned? As far as I can tell from the fairly limited info you have provided, the control board seems to be operating as it should. There appears to be mis-alignment between the buttons and the board ie pushing a 1 initiates a 2, pushing a 2 initiates a 3. If you look at the schem-a-grams, the actions that you have covered interface different areas of the control board - it's inconceivable that you have different faults in different areas of the control board that operate so predictably as yours do especially when you factor in the different contacts of the pushbuttons being used.
You could always trace through the pushbutton (maybe pushbutton 1 as first operation/first digit might be easiest) to the control board circcuitry using the schem-a-gram? Finally, don't rule out some stupidity by somebody working on that machine before you!
