I appreciate that you're new to jukeboxes but if you're looking for help, you really need to provide better descriptions. The post header is "Rock-ola 469 amp is blowing both 3a fuses" so I looked at the amp schematic and I can't find 3A fuses (of course I may well have missed them!). But did you mean the 3A fuses in the power supply?
"I checked the voltage coming from the power unit and it is 46 volts" - there are DC and AC voltages provided by the power supply, please state where you are measuring the voltage. And finally, the fuses are there as protection and if they blow, they do so for a reason so it is never a good idea to replace them without at least attempting to correct the fault. You could also consider powering up through a dim bulb tester (google it).
